I am a medical professional. Why is my job not on the skilled occupation list for UK immigration?

There are two separate lists –
1. Skilled Worker visa: shortage occupations
2. Skilled Worker visa: shortage occupations for healthcare and education
Healthcare and education jobs in the UK have their own list.
