Employers in Quebec now have the option to hire foreign TFWs easier as the francophone province has introduced a simplified LMIA process. Along with this move, 65 new occupations have been added to the list of occupations for which employers needn’t present proof of recruitment efforts.
Facilitating Quebec’s employers
The facilitated LMIA process is made accessible to Quebec’s employers as the result of an agreement between the Canadian government and Quebec's MIFI. This has led to the creation of a list of target occupations that are eligible for LMIA.
With a facilitated LMIA, employers of Quebec may recruit TFWs (Temporary Foreign Workers) for chosen job positions not requiring evidence of efforts for recruitment of local natives.
The addition of 65 occupations increased 222 occupations on the LMIA-eligible list in February 2022 to 287. Here are the new additions along with the NOC occupation codes.

Even though it’s not compulsory for Quebec employers to prove their recruitment efforts leading to the employment of skilled foreign workers, the Quebec government encourages them to try to hire Canada PR visa holders/Canadian citizens.

About transition plan for LMIA applications
Usually, LMIA applications require a transition plan. However, under the facilitated LMIA process, the first application doesn’t require the employer to have a transition plan for an occupation in a specific location. It will be needed only from the second application.
Other particulars
- Payments offered to TFWs have to maintain consistency with the amount paid to Canada PR and Canadian citizens.
- In case the position comes under a collective agreement, the Quebec employer has to pay the rate given as per the agreement as well as any benefits offered to Canada PR and Canadian citizens.
- Quebec employers who want to hire a TFW, making a payment that’s lower than the median hourly wage, have to comply with the requirements for the stream for positions paying high wages.
