What’s the Masters Graduate Stream?
For international students who graduate from Ontario with a master’s degree, the Masters Graduate Stream offers the opportunity to apply for permanently living and working in Ontario.

If you want to immigrate to Canada through this Stream, you have to first register in the EOI (I.e., Expression of Interest) System maintained by the OINP. This is how you get the opportunity to receive an ITA (invitation to apply) so that you can file an application online to receive a nomination. Nominations will be issued by the Government of Ontario.
Nominated candidates can apply for PR (permanent residence) with the federal government. This can be done through IRCC, the body that makes the final decision as to which candidates should be issued permanent residence.

Requirements to fulfill to apply under Masters Graduate Stream
- EOI and ITA
- You must be invited to apply and you must have applied within the specified deadline.
- You have to show proof that you possess the qualifications that you claimed you had in the EOI that you submitted for registration with the OINP and attested to.
- Education
- You must have a master’s degree or have completed the required steps to get a master’s degree.
- Language
- You must read, write, understand, and speak in English/French at a minimum CLB level of 7. The English language tests accepted included IELTS and CELPIP. For French, the approved tests are TEF and TCF.
- Residency in Ontario
- You must have lived in Ontario legally for a minimum period of one year in the past 2 years from the date you apply.
- Settlement funds
- You have to possess sufficient money to support yourself and your family members who are your dependents when you settle in Canada.
- Intention to live in Ontario
- To grant permanent residence, you must convince the IRCC authorities that it’s your intent to live in Ontario. Your ties to Ontario will be scrutinized by IRCC for proof. This could include doing things like:
- working or having worked in Ontario
- studying
- securing job offers if not applying/attending interviews for jobs
- leasing/owning property
- volunteering
- having personal relationships, family ties, or professional networks and affiliations
- visiting
- Residency while applying
- At the time of applying, it’s necessary that you are living
- in Ontario with legal status (work permit, study permit, visitor record)
- outside Ontario
- Legal status in Canada
- You are required to have legal status (study permit, visitor record, or work permit) when you apply. You should also keep that status active until you are nominated.
- Application period
- You have to submit your application within 2 years of completing the necessary requirements to secure your master’s degree.
- At the time of applying, it’s necessary that you are living
